Hicas
Nissan Equipped the GTST's with a rear wheel steering system "Hicas" which allows the rear wheels to be turned in / out by 1 Degree, to make lane changing easier and more controlled. The Hicas system has its own E.C.U system, located in the rear of the car to the right of the battery.
Why fit a lock bar?
As mentioned above, the rear wheels are controlled initially by the Hicas, if your Hicas unit is faulty and you dont want to spend out on a new one (I'd advise not buying second hand), a "Hicas Lockout, or Lock Bar can be bought for a fraction of the price of a unit.
It literally locks the rear wheels in place, and when fitted you should have the wheel alignment checked & adjusted immediately to save on tyre wear due to mis alignment.
This is ideal if drifting is your "thing" and the only way i can explain how it "feels" is that its like controlling a 200SX with air filter, exhaust modifications... which isnt all bad
